
A resolution has been signed establishing unified approaches in all Russian regions to organizing and providing early support for children from birth to three and their families who may need these services.
These services are needed by: children with disabilities; children in health groups IV–V; children in orphanages; children raised in families facing difficult circumstances or a socially dangerous situation; and children with atypical physical or mental development or behavioural difficulties.
Early intervention services should be provided by rehabilitation organisations. Regional heads have been advised to establish networks of such organisations so that early intervention is accessible to all children and families who need it.
A standard for early intervention services for children will be approved by a separate government act.
