It is proposed to increase the period of marriage to a Russian citizen required for a temporary residence permit in Russia to three years.

The marriage period with a Russian citizen required for a temporary residence permit is proposed to be extended to three years.

The amendment has been submitted to the State Duma, its author, State Duma Chairman Vyacheslav Volodin, announced.

‘Step by step, the State Duma is dealing with accumulated problems in migration. We have submitted amendments to the bill adopted at first reading: originally, it proposed a simplified temporary residence permit for a foreign national after two years of marriage to a Russian citizen. It is right to set the minimum duration of marriage at no less than three years,’ Vyacheslav Volodin said.

He noted that only after this period could an applicant seek a temporary residence permit outside the quota.

Vyacheslav Volodin also said that a second amendment had been submitted to combat sham paternity. ‘It is proposed that, after adopting a child who is a Russian citizen without entering a marriage, a residence permit may be obtained only after three years of living together or sharing a household,’ the Speaker added.

After the amendments, “a sham marriage will become useless for obtaining Russian citizenship more quickly,” he believes. Vyacheslav Volodin also cited Interior Ministry data showing 4,300 marriages entered into to obtain migration status from 2021 to the present.
