Payment conditions
From 2023, the monthly maternity-capital payment for children under three may be received for any child, not just the first or second as previously.
Income per family member must not exceed twice the regional subsistence minimum at the time of application. Children and benefit recipients must be Russian citizens.
Which income is counted?
- remuneration for performing employment or other duties;
- pension and benefits;
- scholarship;
- child support;
- Pay and allowances for military personnel and internal affairs officers.
Important!
- This payment can be received independently of the unified benefit for children under seventeen and pregnant women.
- Payments are made from maternity capital. Once it is fully spent, the payments stop.
- The payment may be received on a Mir card or into an account not linked to a card.
- This benefit has no zero-income rule or property requirements.
