The head of state himself proposed indexing maternity capital according to actual rather than forecast inflation at his meeting with the new State Duma on 12 October. He stressed that higher inflation “hits the least well-off groups hard,” including many families with children. Maternity capital will now be revised annually from 1 February using the previous year’s consumer price growth index. The remaining portion will be revised in the same way.
