New law. From 1 January 2022, electronic medical insurance policies will be introduced in Russia. The law has already been adopted by the State Duma. Citizens will no longer need a paper policy. To receive medical care, they will only need to present identification, such as a passport. Newborns will no longer need paper policies from 1 July 2022; only a birth certificate will be needed when visiting a doctor.
‘People need to see a doctor and receive guaranteed free medical care without unnecessary bureaucracy. Calculations and document exchange with medical organizations and insurers are the state’s responsibility; citizens should be relieved of that burden.’
Vyacheslav Volodin, Chairman of the State Duma
How it will work. The Compulsory Medical Insurance Fund will maintain a single register of insured people. A person's details and policy will appear upon birth or acquisition of Russian citizenship. Once a digital policy is generated, it will appear in their Gosuslugi account.
If you want a paper policy. A paper or plastic-card policy will be available on request: choose whichever is convenient.
