
Since last year, Russia has had a unified child benefit. Here are its conditions:
- the child and parents have Russian citizenship
- the child is under 17; pregnant women may also qualify for the payment
- income per family member does not exceed the subsistence minimum
- The zero-income rule and property requirements apply
Zero-income rule
The payment is awarded if adult family members have earnings or lack them for objective reasons. Need is assessed using information for the year preceding the month before the application. The benefit will not be refused if there was income in at least one month, or income was absent for objective reasons for ten months.
