
UNIVERSITY ADMISSION RULES FOR 2023
1. Number of universities and study fields.
You may apply to no more than 5 educational institutions. Previously, applicants could select up to 10 programmes for admission competitions; from this year this will fall to 5. The restrictions do not apply to modes of study—full-time, part-time or distance—or funding grounds, whether state-funded or fee-paying.
2. How many applications you can submit.
You may submit two applications to each university: one for state-funded and one for fee-paying study.
3. Priorities.
Applicants must now specify admission priorities for each programme if they apply to several. They should consider their preferences and capabilities. Applicants assign numbered priorities: 1 is the highest, 2 is lower, and so on.
4. How this system will work.
Admission competition for each programme will be conducted according to the first priority stated in the application. If the applicant is unsuccessful, they automatically enter the competition for their second priority. The stated priorities may be changed no later than the application deadline. This system removes the need to transfer application documents at the last minute.
5. Withdrawal of consent to admission.
Applicants will no longer need to submit enrolment consent. They will only need to provide the documents, including their education certificate, to their chosen university on time.
6. Key dates in the 2023 admissions cycle.
Applications must open no later than 20 June. Deadlines must be no earlier than 7 July and no later than 20 July where additional creative or professional entrance tests are required; no earlier than 10 July and no later than 20 July for other entrance tests; and no earlier than 20 July and no later than 25 July where no entrance tests are required.
7. Deadline for submitting original education documents or confirming them through Gosuslugi.
28 July by 12:00: priority admission, including quotas and admission without entrance exams.
— by 12:00 on 3 August, for the main admission stage;
8. Issuing admission orders.
29 or 30 July: priority admission, including quotas and admission without entrance exams.
4–9 August: main admission stage.
