Bill No. 28410-8 has been submitted to the State Duma. It proposes extending additional state support for families with children to fathers who used a surrogate mother’s services and subsequently married. The measures would apply if the wife adopted his children. The document was drafted to implement Constitutional Court Ruling No. 30-P/2021. The bill states that a father could receive state support if, after the children’s birth, he married a woman who adopted them. One expert considered that the bill discriminates against Russian children based on their parents’ sex and marital status, depending on the family into which they were born. Another noted that children born through surrogacy should not have fewer rights than children born in the usual way.
