Next month, consideration will begin of a bill strengthening liability for involving minors in crimes.

Because they are trusting, children and teenagers cannot fully understand the seriousness of an action or its consequences. Criminals exploit this, turning minors into accomplices.

Most often this involves distributing narcotic or psychotropic substances, or acting as couriers transporting money or items obtained through fraud. In such cases, contact between the criminal and child often takes place anonymously online.

Accordingly, it is proposed to add commission of an offence using information and telecommunications networks, including the internet, as a new aggravating element to the following articles of the Russian Criminal Code:
