
BILL BANNING GENDER REASSIGNMENT SUBMITTED
A bill has been submitted to the State Duma establishing a complete ban on medical interventions aimed at gender reassignment and excluding state registration of a change of sex without surgery. Almost 400 deputies from all parliamentary groups, led by Chairman Vyacheslav Volodin, authored it.
Amendments are proposed to the Federal Laws ‘On Civil Status Acts’ and ‘On the Fundamentals of Public Health Protection in the Russian Federation’.
"Medical personnel are prohibited from carrying out interventions aimed at changing a person's sex, including forming primary and/or secondary sexual characteristics of the other sex," the bill states.
The amendments also state that ‘medical interventions to treat congenital physiological abnormalities of sex development in children are permitted by decision of a medical commission of a federal state healthcare institution’. The list of such institutions will be approved by the Russian government.
