
Last week the State Duma passed at first reading a bill ensuring children with disabilities and health limitations have equal access to recreation and rehabilitation alongside children without health limitations.
Amendments are proposed to the Law ‘On Basic Guarantees of Children’s Rights’.
The concept of "inclusive holidays and health improvement" is to be defined in law. The bill also requires camps on the register of children's holiday and health organisations to reserve at least 10% of their total places for inclusive holidays.
This concerns inclusive sessions at health facilities with the necessary conditions in place.
Currently, only 1% of children with disabilities receive these vouchers. The bill will change this.
