1 December
Openness of state bodies
State bodies, local authorities and subordinate organisations must maintain social media pages on VKontakte and/or Odnoklassniki. The law will enable people to obtain reliable first-hand information about these institutions' activities.
Tax registration will be available online
Citizens will be able to register with the tax authorities through Gosuslugi. An electronic signature will be required. The changes allow people to apply and receive a certificate without visiting a tax office.
New law on foreign agents
There will now be a single register of foreign agents, with procedures for inclusion and removal defined. Foreign agents will be prohibited from teaching or conducting educational outreach for minors and from producing information products for children and teenagers.
Unified urban planning system
Russia will operate a unified state information system supporting urban development. State and local authorities, individuals and legal entities will be able to obtain up-to-date information from it.
Passport instead of a medical insurance policy
When seeking medical care, you may choose to present either your compulsory medical insurance policy or an identity document.
Requirements for telecommunications operators
Communications operators will have to submit annual activity reports to Roskomnadzor, including information on communications equipment used and services provided.
Failure to submit a report, inclusion of inaccurate information in a report, or failure to provide communications services for more than six months will become grounds for licence revocation.
More public services online (resolution)
More public services will become available through Gosuslugi, including several child benefits, inspections of self-propelled machinery, registration of real-estate rights, acceptance of personal income tax returns, extracts from the state forest register, and licences and permits.
Tax payments
Individuals must pay 2021 taxes by 1 December 2022. These include transport, land and individual property taxes, as well as personal income tax on income from which it was not withheld.
2 December
Students' practical training
Secondary vocational institutions will be able to establish educational production facilities where students can both gain practical experience and obtain their first job. It is also clarified that educational organisations may help students and graduates find employment.
Children living together in a guardian’s family will be able to attend the same school
Foster children will gain priority for admission to the same school or kindergarten already attended by other children in their family. Previously this rule applied only to biological siblings.
Children under guardianship in the same family will gain the right to attend the same school or kindergarten. Currently only siblings have this right. Foster and guardian families, however, commonly include children who are not related by blood. If the law is adopted, administrators may not refuse admission to a child if another child from their family already attends. Foster parents will not have to drive children to different places early in the morning.
17 December
Changes to enforcement proceedings
Russia’s Federal Bailiff Service will be able to request information automatically from tax and other authorities and organizations to establish a debtor’s financial circumstances.
The law will help ensure timely implementation of judgments and court acts concerning enforcement proceedings.
26 December
Support for small businesses
If small and medium-sized businesses committed only minor breaches when receiving state aid, they can qualify again after one year rather than three. Technical reporting errors are an example. But for misuse of budget funds or deliberate falsification of data, the three-year restriction remains.
Free legal aid
The Russian Ministry of Justice's powers to monitor free legal aid are expanded. State and non-state participants must report on their activities. The changes aim to improve the system's quality.
Taking scientific research into account
The Unified State Information System for recording civilian research, development and technological work will become the main system for publicly funded research.
The system will make it easier to assess the effectiveness of budget spending and research results, select the best for practical implementation and avoid duplicated research.
31 December
Compensation for tourists (resolution)
If a trip booked before 31 March 2020 never took place, travel companies must offer an equivalent tour or refund the money by 31 December 2022.
This concerns tours to countries that restricted air links with Russia or banned tourist entry. In other cases, tour operators were required to fulfil their obligations by the end of 2021.
