Social benefits received by citizens of the Russian Federation will be protected against automatic deductions to repay debts. President Vladimir Putin signed the law. The ban covers one-off state social payments unless the borrower has given the bank written consent for each individual payment. Thus, all benefits paid to pregnant women, people with children, and low-income Russians receiving state financial assistance will be protected. The law also permits a borrower to apply to a bank seeking to recover debt to preserve their salary and other monthly income, up to the nationwide subsistence minimum for the working-age population. If the regional subsistence minimum is higher than the national figure, the protected amount in the debtor's accounts will rise accordingly. The law specifies that it applies retroactively to funds received in an account from 1 January 2021. If the borrower previously consented in the agreement to deductions of these funds, they may apply to the bank within 14 days to recover them: the standard "cooling-off period" will apply.
