Payment conditions:

Monthly benefits for children under three are available to families whose first or second child was born or adopted on or after 1 January 2018. Both the children and benefit recipients must be Russian citizens. Income per family member must not exceed twice the regional subsistence minimum for the year of application. The benefit equals the regional subsistence minimum for children for the application year. It equals the children’s subsistence minimum in the region for the year the family applied.

Federal Law No. 418-FZ of 28 December 2017

Income per family member is calculated using this formula:

All family members’ income over 12 months (the period ends six months before the application date) / 12 months / number of family members.

The calculation includes the income of the parent, adoptive parent or guardian, their spouse and minor children. The resulting figure is compared with twice the regional subsistence minimum.

When and where to apply:

If you apply within six months of the child's birth, the benefit will be awarded from the date of birth and paid for several months at once. If you apply later, it will be awarded from the application date. The benefit must be renewed: it is initially granted until age one, then two, and then three. Apply to the social protection office or a multifunctional public service centre (MFC). For a second child, you may apply in person to the local Pension Fund office or through the Pension Fund website.

Important!

For the second child, the funds are paid from maternity capital. If maternity capital has been fully spent, payments stop. The payment can be received on a Mir card or into an account not linked to a card. This benefit has no zero-income rule or property requirements. In more than 70 regions, the benefit until age three is available for third and subsequent children. The region sets the payment conditions.
