The first bill provides that attending mass events, cultural institutions, catering establishments and retail outlets will require either a vaccination QR code, proof of recovery from coronavirus, or a medical exemption from vaccination. Under the proposal, regional authorities will decide whether QR codes are used and at which premises they are required. Pharmacies, food shops and outlets selling essentials will not be affected. Until 1 February, a negative PCR test may be presented to visit these premises. After 1 February, that option will be available only to people with a medical exemption. The rules are expected to apply until 1 June 2022. The second bill concerns QR codes on rail and air transport. Intercity and international journeys will also require one of these three documents. Until a date set separately by the Government, a negative PCR test will be sufficient.
