Schoolteachers' retraining will now take place in municipal and state organisations

A law aimed at improving teachers’ continuing education was supported by a majority of deputies.

Experts estimate that almost 7,000 organizations provided teacher retraining services in 2023. Of these, 15% do not have the status of an educational or research centre.

155,000 retraining courses and 38,700 professional-development programmes were organised remotely—more than half of the total.

They openly advertise the possibility of obtaining almost any diploma online. One such website alone offers over 1,500 courses and 4,000 programmes without leaving home.

All this calls teachers’ retraining quality into question and obscures the true picture of staffing in the education system.

As a result, in some schools a single teacher, holding documents purchased online from private firms, teaches several subjects, including unrelated ones.

The law that has been passed will now prevent this.

Further education for teaching staff will take place in state and municipal educational institutions; and in educational institutions founded by the state, a constituent entity of the Russian Federation or a municipality, or with their participation in the authorised capital.
