We have begun considering bills to protect minors from tobacco and nicotine-containing products.

This concerns vapes, electronic cigarettes, tobacco, hookahs, nasvay and snus. Their consumption may lead to serious diseases.

Inspections show that sellers of these products violate the law in pursuit of profit, endangering children’s lives and health.

Last year, 6,496 administrative cases were opened for breaches of tobacco and nicotine-product sales rules, 53.7% more than in 2022.

The bills propose increasing fines for selling tobacco and nicotine-containing products, devices for their use, or raw materials for their manufacture to minors: individuals—up to 300,000 rubles, currently 40,000–60,000; officials—up to 700,000 rubles, currently 150,000–300,000; legal entities—up to 2 million rubles, currently 400,000–600,000.

Repeated violations carry criminal liability.

There are also proposals to increase fines significantly under several other articles for violations in trade in the products and items mentioned above.
