State Duma deputies adopted at first reading several budget-related bills, including an increase in the minimum wage from next year.

“From 1 January 2025, the minimum wage will rise by almost 17% to 22,440 rubles. This increase will affect approximately 4.2 million workers,” State Duma Chairman Vyacheslav Volodin said.

He stressed that ‘a gradual annual increase in the minimum wage is one of the national development goals set by Presidential Decree. By 2030, the minimum wage must rise to 35,000 rubles’.

Deputies also adopted changes strengthening parliamentary oversight of the efficiency of budget spending and use.

"The adopted amendments give the Russian Government the powers needed to respond quickly to any situations arising before the end of this year, through the right to increase budget expenditure by up to RUB 1.5 trillion. Under parliamentary oversight, these changes must first be considered by a Federal Assembly commission," the State Duma chairman said.

"We are also returning to parliamentary oversight of budget amendments considered during the year. This is very important. Despite the challenges and sanctions imposed on our country, budget revenues will continue to grow next year. Expenditure will rise too: revenues and expenditure in 2025 will increase by 11.6% and 5.2%, respectively, compared with 2024. The deputies' task is to ensure the greatest possible efficiency in allocating budget funds during work on the budget and in using them during its implementation," Vyacheslav Volodin added.

The Speaker of the State Duma also instructed the Budget and Tax Committee, together with other committees, to obtain from the relevant ministries by the end of the week the methods for allocating transfers to regions.

‘By the second reading, we should have almost 100% of transfers allocated, as in previous years. This will improve budget transparency for regions and help them understand the resources they can rely on when exercising their powers and implementing measures to achieve national goals,’ Vyacheslav Volodin stressed.

He also added that the tax bill passed by the State Duma identifies additional revenue sources to fund spending priorities throughout Russia’s budget system. Other bills in the budget package provide special powers for the Federal Compulsory Medical Insurance Fund in 2027 concerning:

— additional pay for doctors and nursing staff to eliminate staff shortages in compulsory medical insurance;

— monetary payments for detecting cancer during health screening and preventive medical examinations;

— extending special healthcare funding in the new regions, including residents’ right to receive free emergency and outpatient care in federal clinics.
