
Which videos have been banned?
The new laws concern information that insults human dignity and public morality, shows obvious disrespect for society, depicts acts bearing signs of illegality, including violence, and is disseminated for hooligan, selfish or other base motives.
What penalties apply?
The fine for distributing such violent videos will be up to 100,000 rubles for individuals, up to 200,000 for officials and up to 1 million for legal entities.
Confiscation of equipment used to produce such materials is also provided for.
Online display as an aggravating circumstance
Committing intentional crimes with public display, including through the media or internet, has also been recognised as an aggravating circumstance.
This covers murder, intentional bodily harm, battery, torture, threats to kill, kidnapping, unlawful deprivation of liberty and the use of slave labour.
