Main conditions
The new payment will be available to working parents (adoptive parents, guardians and custodians) with two or more children. It is provided to Russian citizens permanently residing in Russia who are Russian tax residents.
Income and property requirements
Per-capita family income must not exceed 1.5 times the regional subsistence minimum where they live. Personal income tax must also have been paid in the preceding year. Movable and immovable property will be considered.
Amount
Tax paid for the previous year will be recalculated at a rate of 6%, and the difference refunded to the family. Each parent receives the payment provided they have no maintenance arrears. Importantly, the payment itself will not be counted when determining eligibility for other benefits or social support measures.
When to apply
The law enters into force on 1 January 2026. Applications for the new payment may be submitted through Gosuslugi or in person to a local Social Fund of Russia office from 1 June to 1 October.
