A bill imposing criminal penalties for involving children in smoking has been submitted to the Duma

Administrative fines are currently provided for this, which is not always sufficient, the bill’s authors believe.

It is therefore proposed to introduce criminal liability for involving minors in smoking cigarettes, vapes, hookahs, electronic cigarettes and similar products if a person has been administratively punished twice in one year for the same violation.

Penalties may include a fine of up to 100,000 rubles, up to 240 hours of compulsory community service, corrective labour for up to one year, or restriction of liberty for the same period.

Increased liability applies if a child is encouraged to smoke by someone legally responsible for their upbringing.
