Maternity capital can pay for kindergarten, private school or after-school care, supplementary education, tutoring or courses, university study and housing during study.
The certificate funds can be used for the education of any child once the child reaches three. Preschool education is an exception: maternity capital can be used for it immediately after birth. The child must be no older than 25 when education begins.
What education can maternity capital pay for?
You can pay for children’s education at institutions of any level, from kindergarten to university. Also:
- Accommodation provided by the educational institution.
- the child’s maintenance, supervision and care in such an organization.
What requirements apply to organisations?
The organization must be located in Russia and have the appropriate licence.
A child’s education provided by an individual entrepreneur can also be paid for, provided the entrepreneur has an educational services licence.
What is needed besides the application?
From 1 January 2023, families will be able to use maternity capital for children’s education without submitting a paid-services contract. Previously, parents had to provide a copy personally; now the Social Fund of Russia can obtain the information directly from the educational organization.
Where should you apply?
Applications may be submitted online through the Social Fund of Russia website or Gosuslugi, or in writing to local Social Fund offices or multifunctional centres, regardless of residence.
Maternity capital amount in 2023:
- for the first child—almost 586,900 rubles;
- for the second child—almost 775,600 rubles.
Maternity capital was indexed by 11.9% in 2023.
If a family has already received maternity capital but has not used it, it will be indexed according to actual inflation. If maternity capital has been partially spent, the unused balance will also be indexed.
