
More than half of families use maternity capital to buy an apartment.
A bill has been submitted to the State Duma to resolve the resulting problems. It will simplify the sale of apartments bought with a mortgage using maternity capital. Guardianship authorities currently often refuse permission to sell such homes.
- When buying an apartment with maternity capital, ownership shares must be allocated to parents and children. The bill allows the obligation to allocate shares to be transferred to a new apartment if it is larger or has a higher cadastral value.
- Adult children and spouses of certificate holders may decline to receive ownership shares.
