VAPE SALES TO CHILDREN COMPLETELY BANNED

1. Advertising restrictions.

Advertising may not show the consumption of nicotine-containing products using special devices (vapes). Advertisements containing images, descriptions or incidental mentions of such devices may not be shown to children under 12.

2. No open display.

Since June this year, vapes may be sold only in shops and pavilions. They may not be sold at fairs or exhibitions, through mobile or street vending, remotely, or in vending machines.

3. Ban on additives.

New restrictions will take effect on 1 September: the Russian government will define a list of prohibited additives and substances that increase nicotine dependence and make nicotine-containing and nicotine-free liquids more attractive.

4. Minimum price

Minimum prices for nicotine-containing products will also be introduced in autumn, eliminating discounts on vapes and related goods.

5. Increased penalties.

The fine for individuals introducing minors to smoking has increased to RUB 5,000, and for parents to RUB 7,000.

Fines for selling tobacco and nicotine-containing products, and items and devices for their consumption, to a minor have also increased to up to 600,000 rubles.
