
“The bill extending the maternity capital programme implements the President’s Address to the Federal Assembly, so it was considered as a priority at the very first plenary meeting of the session,” State Duma Chairman Vyacheslav Volodin noted.
The Speaker of the State Duma stressed that Vladimir Putin initiated the maternity capital programme in 2006 and that it became one of the most effective forms of social support for expectant mothers and young parents. More than 14 million certificates have been issued since the programme began.
‘Importantly, maternity capital will be indexed from 1 February 2025. The payment for a first child born or adopted on or after 1 January 2020 will be 676,398.58 rubles. Maternity capital will be the same amount if the second child was born before 2020. For a second or subsequent child born or adopted on or after 1 January 2020, parents will be able to receive 893,835.55 rubles if they have not previously received a certificate. Once this law is adopted, around another 5 million Russian families will become eligible for maternity capital,’ Vyacheslav Volodin said.
Maternity capital can be spent on:
Improving housing conditions; children’s education; a monthly payment for a child under 3 if the family has a low income; a one-off payment of remaining maternity capital not exceeding 10,000 rubles; goods and services for children with disabilities; a funded pension for one parent.
